PAC fumes over M152 million contingencies fund spending
Lesotho's Parliament Public Accounts Committee has criticized the Ministry of Finance for allocating over M152 million from the Contingencies Fund for non-emergency expenditures, breaching constitutional requirements that limit such funds to urgent and unforeseen expenses. The Auditor-General flagged allocations including M114.7 million for the 'Muela Hydropower Plant refurbishment, M18.8 million for defence insurance, and M62 million for government IT infrastructure, which committee members argue should have been budgeted through normal processes.
